Chances are you won;t find one anywhere. They both cost a lot to breed and both sell for a lot of money. The only chance of getting a free one is if it's probably very sick and the breeder just wants to dump it.
You should try Pet Finder where you will fine one quite cheap and save a life too.
Toy dogs such as these are high cost to own often too as they are very delicate. There are shots, spay or neuter and the costs due to them hurting themselves just because they are so small. I own 4 Chi's and even though I paid close to $1,000CDN each for them buying them was actually the cheap part.
